Modular certificates: ready for take off?

Gareth Cross discovers patches of dense fog on the runway:

Enrolment for the old RCVS Certificates ceased in November 2007. The new modular certificates have, on paper, been finalised in content and form; and although the new system does not directly replace the old one, there are many differences, mostly for the better.

One difference that makes it less than fair, however, is the decision for some subjects to have a 'designated certificate', and some not.
